Who is eligible for council housing programs?

Eligibility criteria include: Zimbabwean citizenship, 18 years or older, not owning any other property within the district, meeting income thresholds for specific programs, and being a resident of Mutare Rural District for at least 2 years. Special consideration is given to vulnerable groups.
